Colin Turnbull
Colin is a chartered town planner with 16 years’ experience in the private sector, with 11 years’ experience consenting energy and infrastructure projects and progressing Nationally Significant Infrastructure Projects (NSIPs) under the Planning Act 2008. Colin leads teams and collaborates with environmental and legal advisors to achieve legal robustness, exceed project requirements and timescales, and secure viable consents that support investment decisions.
In the power sector he has led the planning of a number of DCO and similar scale projects for EP UK Investments, SSE Thermal, and Stag Energy. During 2020 he managed the examination of the South Humber Bank Energy Centre DCO and the submission of the Keadby 3 Carbon Capture Power Station DCO. He has also obtained planning permissions and related consents for energy from waste plants, battery storage, reserve power plants, district CHP plants, and gas storage projects.
In the transport sector, he led the optioneering for alternative terminal designs on the Heathrow West DCO project and has worked on the Airports National Policy Statement preparations. He has led the planning of several highways DCOs on the motorway network and the strategic road network and was consents advisor to Crossrail 2 establishing the hybrid bill consent strategy.
Colin previously worked on major infrastructure, commercial, public sector and regeneration projects while at London based engineering and transport consultancies.
