Sarah has experience in a wide range of residential, commercial, infrastructure and mixed use projects gained from over 21 years working in the private sector. Sarah has particular expertise in coordinating large project teams with a wide range of consultants. Her work in the residential, commercial and infrastructure sectors has given her key experience in managing complex planning issues.

Sarah has worked in all areas of planning including airports, infrastructure, commercial, retail, residential, mixed-use and minerals planning. Sarah has represented clients as an expert witness at Public Inquiry, LDF EiP’s (Examination in Public) and at Informal Hearings and instructs Counsel.

Recent Projects:

Mallard Pass Solar Farm – Sarah is the planning lead for a new solar farm DCO known as Mallard Pass, which is anticipated to deliver 350MW of clean, renewable energy to the national grid. 

Big Yellow Self Storage, Various sites: Sarah has acted for over 20 years providing planning advice and obtaining planning permission for Big Yellow Self Storage in relation to the acquisition and development of over 75 stores. Sarah has obtained planning permission for self-storage and mixed residential, industrial and self-storage schemes.

Bradwell B: Sarah is providing strategic planning advice to CGN and EDF on the Bradwell B DCO and led the production of the Stage One consultation material. She is the DCO planning lead for the project and manages a wider project team of planners and is responsible for the relationship with the local authorities and PINS.

Heathrow West: Sarah led the DCO planning team and provided planning strategy advice to the Arora Group who are promoting an alternative terminal proposal to fit within the wider expansion of Heathrow Airport supported by the Airports National Policy Statement.

North Lincolnshire Green Energy Park DCO – Sarah is representing Solar 21 in relation to the NLGEP which is shortly to commence its DCO examination. This project includes an ERF at its heart, a district heating network, plastics recycling facility, CCUS, hydrogen production facility and EV charging.

Wylfa Newydd Nuclear Power Station DCO: Sarah acted for Horizon Nuclear Power in relation to the submission of an application for a Development Consent Order for a new nuclear power station on Anglesey known as Wylfa Newydd. Wylfa Newydd will include two ABWRs (advanced boiler water reactors) and will generate around 2700MW of electricity, enough to provide secure, low carbon power for 5 million homes.

Orsted, Walney Extension DCO – Sarah acted for Orsted (formerly DONG Energy) in relation to their application for a significant extension to their existing wind farm off the coast of Heysham, Lancashire, to successfully secure DCO consent. Sarah was initially brought in by Orsted to review their consenting strategy and work carried out to date and then acted as the lead planning consultant for the DCO, taking the application through to submission, examination and consent.

Silvertown Tunnel DCO – Sarah provided strategic advice in relation to TfL’s DCO application for a new tunnel under the River Thames, to provide resilience for the Blackwall Tunnel. This included working with their in-house team to review the approach to DCO documents. Sarah then carried out a review role for all documents being produced for the DCO.

Hinkley Point C DCO – Sarah was part of the team advising EDF Energy in relation to the DCO application for a new nuclear power station known as Hinkley Point C.  Sarah specifically advised on associated development and transport issues and was the planning lead for transport matters at the Examination.

Brent Cross South – Sarah leads the team at DWD working with Argent Related to deliver various reserved matters plots at Brent Cross South, one of the largest regeneration sites in London. These applications have included residential, infrastructure, including a new station, a school, open space, and office plots.

Kerio Ltd, Trinity Foot – Sarah provided a planning Expert Witness statement in relation to a Lands Tribunal hearing relating to the acquisition of land for the A14 DCO. This includes providing advice on whether planning permission would have been granted in the absence of the A14 scheme and on alternative layouts.

Fernbrook Solar – Sarah is acting as Expert Witness in relation to an appeal by Low Carbon against the refusal of Dorset Council for a 35MW ground mounted solar farm.
